If you're still having issues (I know I did after downloading a cert from digital ocean for a managed db) then try setting this environment variable to the path to the cert.

export NODE_EXTRA_CA_CERTS=<filepath>
Reasons:
  • Low length (0.5):
  • Has code block (-0.5):
  • Low reputation (0.5):
