This was hugely frustrating for a few hours, then I remembered a trick that sometimes is useful. Frequently, I'll click sign-in links from apps(not just vscode) and absolutely nothing will happen.

What I do is completely close all instances of my browser(Chrome), and let the process re-open my tabs, and the new window it wants. That's what did it for me in this case. Thank goodness.
