similar issue under Ubuntu, finally, for dev on my PC:
sudo apt install libgsl-dev

and for production on a VM:
sudo apt install libgsl27
(v2.7 is available version in default repository right now in ubuntu 24.04)

I tested by using this tuto that help me.
