I have experienced the same issue. I found out that it's a bug related to the Avast antivirus software. I have switched to another antivirus software (with a different engine) and the curl command started working again. Also, programs with http connection worked on Eclipse IDE, but not on VS code, but that could be caused by a different error. (I didn't test the programs on Eclipse IDE before I switched antivirus softwares.) Or you can wait for the bug to get fixed. If you decide to switch antivirus softwares, make sure you do it safely.
