I ran into this too. I believe it's a bug caused by the fact that when a work-item is marked as completed, its Remaining Work field gets automatically zeroed-out. And the old value doesn't come back if you, let's say, immediately place that work-item back into an active status. Which tells me it's fully being deleted from the underlying database. So, as a result, there are always 0 hours of completed work.
