For me, Install New Software didn't work. It might be because I was using the Eclipse Java developer IDE, which is made for regular projects and certainly has less tools than the Eclipse Java EE developer IDE.

So downloading Eclipse Java EE developer IDE may be a good choice if you can and can overpass all of those head-breaking bugs.
