If you are working on office LAN ..

1. unplug office LAN from laptop
2. switch on your mobile device hotspot
3. connect your laptop to your mobile device hotspot
4. open main.dart and hit start debugging

That's what has worked for me and I am sure it will work for many people using on corporate office laptop.
