Additional context is that in years/decades past, the Shift+F4 and Shift+F5 keys did in fact differ in one important way. In those Beforetimes, Shift+F4 was for a local refresh from cache, and Ctrl+F5 was used for refresh from server, bypassing cache. At that time, it took much longer (seriously, minimum 3-5 actual human seconds) to refresh from server v. local. That reason no longer exists since today there is effectively no difference between local and server refresh, and that is why they now do the same thing. Or, they are still doing the vintage thing and we just can't tell the difference.
