It is an old question, but what worked for me was combining @webpat solution + @blackleg solution + @Deepak-V solution.

At one point while I was doing it, I had half of the menus in Japanese and the other half in English. Hope it helps with anyone being forced to use a specific version of Eclipse in a Japanese company!
