I got this working by adjusting the Windows registry: Rename TortoiseXXX paths in the Registry by adding more spaces to the beginning of the folders names. Close and open the Registry again, now TortoiseXXX paths should show up at top. Restart the explorer (or Windows) and this should fix it:
