Thanks for your question. After our test, the latest template bot works fine in multiple orgs. Maybe you can check it in following steps.

1. Please make sure you use the latest version.
2. Since the bot works fine in your organization, it seems the problem occurs in the different org. You can watch the Azure bot traffic in the Azure bot->Monitoring->Metrics, and select the Request Traffic to watch his traffic arrives or not.
