Now we can use the below update site for downloading always the latest: https://download.eclipse.org/mat/latest/update-site/

This also includes BIRT charts installation as of current date.

This did not work on older version of eclipse I had with Spring Tool Suite (STS).

I had to download latest version of eclipse as well to successfully install it.
