This is still a problem in 2024, I had Štefan as my username folder, after I moved my AVD from

c:\Users\Štefan\.android\avd\{avd_name} to C:\{avd_name} 

and I changed paths in the c:\Users\Štefan\.android\avd\{avd_name}.ini to the new one, the AVD magically started
