I STRUGGLED A LOT WITH THIS ONE , Even if you have already build web or initialized or overwrite your index.html doesn't matter just follow this again:

-> firebase build web

-> firebase init

1. public directory: build/web
2. overwriting index.html: No

-> firebase deploy --only hosting

do write "only hosting". Worked for me:)
