Settings -> Apps -> Special app access -> Wi-Fi control

Press the 3 dots on the top right and select "Show system"

Find "Google Wi-Fi Provisioner" and any carrier app (AT&T, myATT, T-Life, etc), and for each go in and uncheck "Allow app to control Wi-Fi"
