Have you installed other packages in your base environment, other than conda and mamba ? From the mamba documentation, this may lead to issues. I had the same issue when I accidentally conda installed some packages in my base environment. You could try uninstalling and reinstalling mamba, or uninstalling and reinstalling conda completely (make sure to save your environments before if needed).
