IDEA 2024.3.1 worked well on my MacOS, but the same problem occurred on Windows. I didn't do anything else during this period, which was puzzling. Now I use Android Studio as a temporary solution, which can avoid this problem. I suggest you try it. –

Now open the project with the faulty IDEA, and update the Android related components (about 400MB) according to the prompts (I forgot the screenshot.) , and the virtual machine related management components will all come back.
