I had this issue with Docker Desktop on an M2. What worked for me was:

• Moved Docker app to bin.
• Removed vmnetd as suggested in this workaround thread with

sudo rm /Library/PrivilegedHelperTools/com.docker.vmnetd

• Downloaded latest version for their official website.
• Installed the recently downloaded package and started up Docker desktop.

vmnetd has been installed again and Docker Desktop is running without any issue.
