Two potential issues here:

• you need to ensure you can reach the VM internal addresses - need to configured bridged networking for this
• EBS is configured by default to use the parameter TCP.INVITED_NODES in sqlnet.ora to specify which clients are allowed access to the database. This is controlled via autoconfig
