As per unclear answers before:

In the Git window, Pull Request should be available as a tab. In that tab there is a + button which can be used to create a pull request in the IDE.

If the Azure Devops plugin is installed as mentioned in OP's post, this will work. Not sure if it is a requirement for it to work.
