not the solution, just a workaround. Microsoft closes this issue as a problem between TrendMicro and Win 24H2 update. Below some workaround for your executable projects and also for IISExpress hosted web projects.

For executable projects (WinForms, ConsoleApp etc...) try to remove "<Prefer32Bit>false</Prefer32Bit>" from your .csProj file.

For IISExpress hosted web projects try to set "Use64BitIISExpress" on your csProj file "<Use64BitIISExpress>false</Use64BitIISExpress>" or go to Projects properties -> Web -> Server and check Bittnet flag.

AnyCPU compiled applications are affected by this issue (IISExpress included).
