Theme builder is not available with the free version of Elementor. In this new version of Elementor, many things have moved around. Instead of seeing Header and Footer settings under the Appearance menu, we now have to go to the plugin called Ultimate Addons for Elementor Lite. Here, even after creating my template as a Footer (dropdown option), i find that it treats my headers and footers as pages and they do not show up elsewhere. It is really so frustrating trying to fix this! Let me now try the permalinks solution above and keep my fingers crossed.
