You could try creating database on terminal like this:

1. Activate your virtual enviroment
2. Go to odoo-bin directory and execute

./odoo-bin --db_user=your_user --db_password=your_password --db_host=your_host --db_port=your_port -d new_database_name --init=base --stop-after-init
