I was facing the same issue, under went the recommended approach of disabling the extensions but this time it was the "Code Runner" extension which was over ruling my VS Code settings. I disabled the "Code Runner" extension and checked it back. BINGO.

Tried enabling and disabling to see if it was actual extension creating the mess and yep it was it but caught this time.
