You will need to specify the path to your OpenSSL config. To do this you can set the environment variable of the openssl.cnf file as follows:

Variable name: OPENSSL_CONF

Variable value: C:\Program Files\Git\usr\ssl\openssl.cnf

Also try to run cmd or powershell as admin.
