For anyone comming across this question:

As stated above: clr standard loads .NET Framework. For .NET core versions (like .NET 5 or later) you need:

• the latest pythonnet version
• import pythonnet and run pythonnet.load("coreclr") before you import clr (see also https://github.com/pythonnet/pythonnet/discussions/2421)
