Removing all the iOS emulator devices can solve this problem.

• Author of this article said "Vision Pro emulator was the reason"

• But in my case, I didn't have any vision pro devices. So simply I removed all the iOS emulators and created a new iOS emulator. Now my Android studio can find target devices.
