RESOLVED: (full) year must be between -4713 and +9999, and not be 0

The simple solution to the problem against (full) year must be between -4713 and +9999, and not be 0 is:

Go to settings (Windows 11, version 24H2)

Select Region

Chnage Format to "English (United States)

Restart the application or restart the computer.

The above worked for me
