For me in VS2022, I had to:

uninstall all other versions of Visual Studio
uninstall all Crystal Reports instances
install Crystal Reports VS [CRforVS6413SP35*.EXE] only (admin mode) and then at the end of that installation, choose "Yes - Install Runtime"

Reasons:

No code block (0.5):
