I tried with the first solution by deleting .idea folder and reopen it. The problem got fixed by a few seconds then went back. Luckily, this way works for me.

In PHPSTORM, File -> New Project

In the location, type your problematic project. Then PhpStorm will complain 'This directory is not empty', so choose Create from Existing Source

Works !
