I recently encountered a similar problem (error C3859: Failed to create virtual memory for PCH) where the root cause was Windows Explorer leaking memory. It had accumulated a commit of over 30GB in just 10 days of uptime. I have 32GB of RAM and limit the page file to 32GB, so in combination with everything else the system had actually run out of memory. Terminating the process solved the issue (for now).
