If I read the documentation, it seems to imply that it only updates the timestamp, not the time zone. However, I tried to do it in 2 steps and still didn't work so I'm just adding this for completion.

I tried a first step where the time stamp shifts (as done in previous answers) and then a second step where I kept source and destination time zone the same. Thinking the formatting would take the timezone of the source. But no, the formatting still gives +00:00

in a second test in the second step I gave a utc timezone as the input date and it converted the timestamp to RST but then again the format in the output is +00:00

So the base time, if specified as a diff timezone from the source time zone, already gets converted and then you have a second time conversion to the destination time zone. But none of this changes the time zone, which is kept as UTC
