To move an App Service from one App Service Plan to another, both plans must be in the same resource group and region. Since your App Service 3 is in Resource Group 2 but uses App Service Plan 1, you cannot directly move it to App Service Plan 2 if they are in different resource groups. The "Change App Service plan" feature only lists plans within the same resource group.
