I asked the same question in the Discord Expo channel and got this answer:

That command will: run prebuild if the "android" folder doesn't already exist compile the native project in the "android" folder start up the Expo dev system (Metro) launch the Android emulator, installing the latest build of the native app start up the native app

So the answer is no, that command does not clear AsyncStorage.
