Not a good answer, but hopefully a useful one: What you're seeing is expected behaviour right now.

You can peek at the source code here - useEmojis is set to false when Windows is detected.

It's intentionally different because of what's able to be displayed in the Windows prompt. If someone with skill in Windows terminal display wants to have a go at changing that, I'm certain that PRs would be very welcome.
