I never really found an adequate solution to this issue. For the one answer provided, with all available capabilities and without runFullTrust, my app still could not access the SQLite database located at FileSystem.AppDataDirectory.

BUT, what did happen is that the Microsoft store stopped flagging my runFullTrust setting with a warning. I suspect that there literally is no way around this at this time. Hopefully future updates will address this.
