I've found two ways of determining this thus far:

1. You can look up the PauseVersion in the kubeadm code for your k8s release.
2. Monitor the changlelog. A change in the pause version should be menitoed there, for example, the adoption of 3.10 was noted in CHANGELOG-1.31.
