While not exactly the same problem I had a similar issue with a modem SIMCOM 7600 (SIM7600SA) USB device on a Raspberry pi4 that USB disconnects / reconnects and then basically fails all over the place with this error until a system reboot was done.

"Error getting SMS status: Error writing to the device. (DEVICEWRITEERROR[11])".

Turns out it was the devices fault, it's advertised as 4g capable but when on 4g it becomes unstable, i manually used AT commands to put it on the 3g network and its working perfectly.

I've read that 4g uses more power than 3g and this might be the cause of the issue (haven't verified) but I'm not using the modem for data (at all) just SMS.
