I was having this same issue with a fresh install of Verdaccio version 6.1.2. As hinted at by @juanpicado in the comments, this seems to be a problem when you have previously published a package to an upstream registry, such as npmjs.org.

To get around this, you need to change the version number in your package.json file to a version that doesn't exist on an upstream registry.
