This usually means your app isn’t able to connect to the SMTP server. It might seem like a PHPMailer issue, but most of the time it’s a network problem on the server.

If your app is hosted somewhere that has support, I recommend reaching out to them. Ask them to check and make sure that port 465 is open for sending emails using SMTP with SSL.
