We just went just went through the process of trying to get premium data access from Google with no success - it seems that they are extremely strict about which use-cases they give access to. I am building the reputation platform ReviewKite and we eventually decided to use the BrightLocal API under the hood to scrape reviews from Google. It's expensive, but worth it for easy of use.
