Add some blink code using LED_BUILTIN to your sketch to be able to verify the upload.
Compile and upload it.

Is the blink speed as expected? (correct F_CPU value and fuses used ???)

Open SerialMonitor in Arduino-IDE, check COM port and baud rate.
Then press and release Reset button on arduino.
