I encountered the same error and was confused, but I finally understood the situation. I found the following statement in the Google documentation:

hd is set, this is a G Suite account.

Also, as of 2025-05-22, it seems that hd claim is not included if you authenticate with a Google Workspace Essentials Starter account.

In other words, this hd claim probably refers to the Google Workspace verified domain.
