@Aslesha Thanks for the suggestions. But before attempting to use them, I wanted to see if there some hidden file parameters which was the basis of this question. So, I created a totally new, small test video and uploaded it to Azure; it worked. As a result, I created from scratch a duplicate of the original video. I was able to successfully deploy it and view if from the public website like the test video.

It appears that a modified, renamed duplicate of a video has parameters that makes Azure have a conflict with the original in the public view.
