You may have come across the same plugin issue that I finally figured out what it was. I was using ShopLentor. You go to the settings under ShopLentor. Then at the top go to WooCommerce Template. From there you will see Product Limit that for me was defaulted to 2. After I changed this my problem was solved.

The second way to solve the issue was by using the Snippets plugin....but i found that I didn't need this after I changed the settings in ShopLentor.
