GitHub does not support repository folders yet, even though the community has been asking for it for a long time.

The two main ways suggested are

• Use the topics feature of GitHub

• Move to GitLab and use the subgroups feature

None of these are exactly what you are looking for, but since that does not exist, you will have to wait a few more years or compromise.
