solution : firewall or anti virus blocking the port 5432. You can change the port no in which is unblock.

Disable anti virus if you can.

In my case my organisation use custom firewall i requested the head to inform the firewall team to unblock the some ports including 5432 port on developer IP . every one facing this issue for long time even my head facing the issue when i discus then it come in knowledge.
