I don't know if you still have this issue.
My solution was to not assign CUB_HOME, i.e. remove it in the environment variables or overwrite in cmd line.

As noted in the Install Instructions "For the CUB build time dependency, which you only need if you have CUDA older than 11.7, [...]", CUB is not needed, the setup script just still requests it.
