Moving a deleted azure service might not be possible except if you recreate in that destination region, because according to the prerequisite of relocating azure App Service. "You need to make sure that the App Service app is in the azure region from which you want to move".

Prerequisites

• Make sure that the App Service app is in the Azure region from which you want to move.

• Make sure that the target region supports App Service and any related service, whose resources you want to move.

• Check that sufficient permission exist to deploy App Service resources to the target subscription and region.

• Check if any Azure policy is assigned with a region restriction.
