Such performance differences are likely caused by unoptimal drivers. Before exFAT support was integrated into the Linux kernel with version 5.7 (released in May 2020), I remember achieving huge transfer speed gains by replacing the free FUSE exFAT driver with a proprietary kernel module from Samsung, which increased transfer speeds to the level I was used to from Windows.
